phos reactor ?

I am thinking of getting a kent Phos reactor from Marine Depot and I have 2 questions.

1. will I need to get a pump for it?

2. do they go inside a sump /how are they set up?

yes you'll need a pump for proper circulation and they are easy to install inline with your return.

The easiest way to hook up the model you have link to is to provide a separate pump, and a return line from the barbed fitting on top back to your sump. The reactor can sit in or out of the sump because of this plumbing config.

just get a small pump because you only run the water through very very slow. and they can be installed in sump or HOB or wherever
