Hanna Checker has an error margin of +/- 0.04 so a 0.00 reading means anywhere between 0.00 and 0.04. Which version of the Hanna Checker are you using?

Generally speaking, no you don't want your phosphate to be anywhere near 0.04 to 0.08. If you can keep it at 0.002 (you will need the low range Hanna Checker), that would be ideal as most healthy coral reefs average at this level. 0.02 (that's roughly 10x of NSW) to 0.04 is likely acceptable for most tanks.

If you don't have algae issue and your coral is growing reasonably, don't worry about phosphate. Are you having problem?

FYI. Both the phosphorus low range and phosphate checker are $50.00. The low range measures in ppb (parts per billon) while the other measures in ppm (parts per million). Sounds like you don't have the low range phosphorus checker. No algae issue is good.
