the fish can be put in at a time when your water is done cycling and you have a good feel for keeping the params stable.
the anemone should be put in to a mature tank, but if you have experience keeping them or are confident in your abilities to maintain the environment, its your call, but I think most suggest about 6 months....i dont keep anems though. Research and research some more...maybe you can find a stunner of an anem for the fish while researching how to keep your tank.

What do you know about their care and requirements? Does everything you have meet, or exceed their needs? What can hurt them while they're wandering around your tank? How will they be protected from getting sucked into powerheads? What's your tank stability like? What size is it? What else is in there?
If your tank is truly 3 weeks old, I wouldn't even bet on you being done cycling yet, much less having any true stability with parameters, and a maintenance schedule that's foolproof.
I'd revisit the idea again next spring, IMO.

I personally agree with everyone. If you are fairly new to saltwater keeping, I'd make sure your tank is done cycling - which typically means you are testing regularly and reading 0 NH3 and 0 NO2 consistently over a period of a couple weeks... Then and only then, start looking for your fish. I would wait a few months at least for the nem... and like everyone said - research. The HARDEST part in this hobby (especially for new people - and still is a stumbling block for me) is patience. FIGHT your urge to rush into any decisions or purchases. Research, research, research... and learn as much as you can. Give yourself some time to get used to keeping the saltwater system. Get down your husbandry practices and techniques, and keep testing which will help you track how well you are doing. Good luck!!

ok thank you for your reply from all .. i will carry on reserching and my testing is going good all doing well apart from ph being a tad bit to low 7.7

i wouldn't worry to much about the pH levels. once you get your cal. alk. and mag levels all balanced out and kept stable your pH should likely go to where you want it.
