Random sediment appears at bottom of fish tank and cloudy water

Around 3 days ago, I got home and there was this random sediment at the bottom of my quarantine tank (I have no substrate in my quarantine tank). My water is also rather cloudy and white. These two things happened at the same time.

I read online that the white cloudy water may be a bacteria bloom so I did a water change which was 20% (4 gallons) and the water barely got any cleaner.

This is a fish only, 20 gallon quarantine tank. It only has one clownfish which barely produces any waste.

What could the stuff at the bottom of my tank be? How did it get there? Is it good? Bad? Neither

Do you have any bio media in the tank for bacteria to live on?

That looks exactly like my QT after I had seachem matrix in the HOB filter and didn't rinse it..
