Red Sea Sailfin Tang won't eat

I picked this guy up a few days ago on from the LFS. He has some white splotches on his sides that the LFS, and my subsequent research indicates are stress related. No other obvious injuries. He came into the LFS without the marks, and has developed them over the last month. I figured he was stressed out from being in a bare tank, and would do a lot better in a tank with rock. Anyway, I have tried feeding him Formula two (frozen and flake), frozen mysys shrimp, Nori, Spirulina, Prime Reef, and live bloodworms. Not interested. He just hangs around in the rockwork, trying to hide.

Any ideas?

Tank: 75 AGA, 45 lbs rock, 2" sand bed

NO2=0
NO3=0
Temp=79
pH=8.2
Salinity=1.022
 
Try using garlic add some to the tank and to the food, another product that works is entice....Is he at least trying to eat then spits it back out? is he grazing?..Placing algae sheets between rocks or using rubble with rubermands...See if that works soak in garlic, selcon, zoe, entice.
 
OK, still won't touch anything. Here is a pic I took this morning, so you can see the white patches, which has now spread to the fin tips, and is starting to look like a cloudy eye.

Any thoughts? Fungus? Bacteria? (ignore the small white spots, those are pods on the glass)
