I see. I started the hobby when I was fifteen as well (I'm 29 now, yes I know I'm old
) anyway I just used dechlorinater for the water as well. Without a job it is definitely hard to come up with money for the extras but you should really considering using ro from the grocery store like Melev mentioned or investing in a basic RO unit at least.
The problem is that even if you have very clean water in your area heavy metals still leech out into the tap water that can negatively affect or threaten the lives of any Marine animals. It is the consequence of both the source water and metal pipes that make up the plumbing from water plants and pipes leading to your home. They naturally degrade with time and those metals have to go somewhere--your tap water specifically.
So, in the short term there may not be catastrophic consequences from using tap water. Your 37 gallon is suffering from algae blooms due to, probably, the coral rubble substrate as well as impurities in the water that the cyano bacteria is feeding off of coupled with waste created by your animals. If you want to avoid a similar problem in your new tank you really ought to think about using ro or getting a unit down the road.
