sailfin tang with white bump growth of some sort

I've had my sailfin tang for three weeks now about a week ago I noticed this bump or growth on pelvic fin. Hasn't grown any very healthy , active eating great. It actually doesn't seem to bother him. Could it be from sand? I also have a spiny urchin and goniopora in tank. Thanks
