Do seahorses have to be in pairs to do well? Seems like this is suggested but not said outright.

I can culture needed zooplankton for H.zosterae (dwarf seahorses) but (depending on the first question) are there any other species that a single individual would do well in an 8 gallon tank?

an 8 gal is too small for anything but zots.

but to answer your question, SH don't require mates or any other SH, altho if they have company, they do interact.
 
Most seahorses will require about 25-30 gallons for a pair, so 8 gallons would only be good for the dwarfs. My LFS once recommended a 7 gallon tank for a pair of H. reidi and I have never asked him another question since then.
