I don't see how to have a surge tank and keep an ATO at the same time.
It's really quite simple actually. The lowest level in the final section of your sump will be when the surge tank is full (right before it 'discharges'). This is the point at which the ATO will kick in. As the surge tank empties, the ATO will switch off, then on again (if necessary) once the surge fully refills. My experience with these surge devices is that the ATO triggers more frequently, adding less RO water at each triggering. No biggie though. Having enough available volume in the sump to handle the surge without mucking up the skimmer section (if you use an in-sump skimmer) is the bigger issue, so IME you really need to oversize the sump if you plan to use some kind of surge reservoir.
