I got Halimeda Plant (Halimeda sp.) which is growing very well. some plants of Zosteraceae or Posidoniaceae which I noticed got some new leaves.

Grape Caulerpa racemosa is growing very fast as well.
Halophila also got some new leaves.....

you might want to raise your lights a bit....400W right at the surface is a lot of lights!!

Yes you are right. I will raise the light and will check the PAR reading and adjust lighting accordingly....
