Tang scratching in quarantine.

Hi, I have a mimic tang that has been in quarantine for a week now. He was freshwater dipped for 5 mins. prior to being put into my 20 long QT tank. I have not done any treatment but have just been observing him. He is eating well and active but yesterday I noticed that he has been scratching his one side gill area on the PVC in the tank. I would say that he did it about 3 times in a 5 min. period of observation. I am worried that this is the start of something. I don't see any white spots or anything unusual on his body.
Should I begin some sort of treatment or should I continue to monitor?
 
This is what QT is for. I would start an ich treatment. Just because you don't see anything yet that doesn't mean he is not infected. Either copper or formalin. Tangs are prone to ich.
