It's hard to tell what that is, maybe a sponge? or possibly fungus surrounding something that has died on the rock.
 
Is it in just one spot? Does it seem to be spreading?

That's your call. I would probably leave it if it's not spreading. Try not to disrupt the tank too much during the cycle.

The only thing is that it seems to be like rolling back.. Almost like flattenting itself out. It looks like little hair coming out of it..
 
It looks like a sponge. I'm guessing from how clean the tank looks and lack of coral its a new setup. Its going through its normal cycle. If the sponge is dead and decaying it might contribute. Give it time to cycle. Anyone here will tell you the key to a successful reef is patience.
 
Ahhh Patience, young grasshopper. I'd leave it there. If it is alive it will prove to be a beneficial member of society. If it isn't alive then it is helping your cycle in ways that bio-spira can't. Leave it go and try your best to be patient. A natural cycle is good for the future of your tank.

Its sort of encrusted and wrapped around the rock

If it shows structure, like vesicules (I'm not sure of the spelling, but semi-permanent little bubble-structures that may appear and slowly change or disappear as if they were features of its tissue) it is likely a sponge, a filter-feeder that will grow and generally be helpful. If it is overall fuzzy and structureless or deep in cottony fuzz, it's probably something decaying.

Solid and beginging to get some blue or purple color to it... But it is beging to flatten out and that thing stickin out of it is covering a peice of live rock.
 
Can't tell for sure, looks like one of Bob's sponge cousins!

You seem to be in Animals & Things frequently, if you live in the Woodbridge area I could swing by for a look.
