Tiny Shoaling Fish

ok so im getting a 4 ft reef soon and i want some tiny shoaling fish to make it appear bigger than it is.
they have to be able to:
survive to flow of an sps reef
wont get eaten by yellow/kole tang
wont get eaten by a mini maxi anemone
wont get eaten by clownfish

Bartlett's Anthias. Peaceful, not-quite hardy, very attractive, shoaling and about $50-$60 each.
 
not going to be easy to find but Tryssogobius colini would be really cool. for a similar effect you could do some Masked Coryphopterus gobies.
 
I saw these at Ecoxotics showroom and thought they were pretty cool for very small shoaling fish.
I think they are threadfin's.

My experience with masked gobys is that, like many fish, you need a male/female pair or one will bully the other to death in very short order. For such a small fish, my masked is pretty unpleasant, and I wish he were gone.

Definitely not a shoaler IME.
