Does anyone know where to buy tunicates in Canada and also how to reproduce them and if so how long does it take to reproduce them.

Blue zoo sells some tunicates under other inverts. I know jack about the species they have though.

J&L has them periodically-check their (freaking awful new) website. They don't have everything up yet so email them.

They don't ship well, and don't survive well in regular tanks being hard-core filter feeders. Some are photosynthetic so you might get lucky but I would assume you'll be spot feeding daily and running similar to a non-photosynthetic coral tank.

I don't know of anyone anywhere who's breeding them, so if you manage it you'll make a killing. :) Some of them have direct reproduction internally, a lot of them do broadcast spawning with planktonic larva. It depends.
