Yes Tang, It is under water. It looks like the consensus is about 8 inches of water. When using the longest piece of plastic tubing that comes with the skimmer inserted into the discharge 90 degree elbow and sitting the skimmer in 8 inches of water it will leave the discharge elbow under water.
 
Dlucia, a lot of people have been talking about back pressure on pumps and how affects the level in the skimmer, and it's overall performance. I believe you can turn your 90 a bit so it is at an angle and air can be released out of the end. Or, you can drill a hole in the top side of the 90 to release the pressure, about 1/2 inch. I drilled mine and have had no probs.
This has been mentioned a bunch in other threads, and this may solve your fluctuating issue.
I have no experience with resun pumps (only OTP 3000, rio, and sicce) because I have owned only 3 skimmers throughout my reefing time, and I know Sicces do not like back pressure.

dlucia- If you're talking about the water exit part, rotate it so its parallel with the water. This eliminates back pressure. I didn't even put the extension on that you see the skimmers pictured with. hope that helps.
 
you will get better performance from skimmer if your outflow tube opening is atleast half way out of water. there is a little back flow pressure. You will see when you turn your elbow up out of water your foam head in cup will start foaming alot more and you might have to turn wedge pipe back slightly.

I think a majority of the people have just angled their 90 so that a portion of the output tube is above the waterline in the sump. You could also drill a hole to relieve the backpressure. You're choice really and either will work. It will definitely help with achieving a stable foam head.

I can not see how your pumps are connected? is it a 3/4 union?
Is there a change in body shape with the GEN 2 ? (or just pump and lowered diffusser plate)

I really like the body shape of the skimmer! (more cone shaped at top)
