What is it that keeps sub clowns small

I have a trio of snowflakes. The female and the primary male are normal size. The 3rd wheel is of course smaller than the primary male. The female never pays attention to the smaller male. and the primary male does hang out with the sub male. I have had all there for about 2 years now, and I was just wondering what chemical process keeps the 3rd fish so small. Just think what you could do if you could use the process to keep other types of fish small. Crazy idea I know, but that's what goes on inside my head sometimes :) lol
 
Hormones. If a submissive is suddenly the only fish in the tank, hormonal changes will become active and the fish will get larger. That's my understanding of the process.
