Again, kudos on the great QT article.

I'm in the process of setting up my first SW tank...a 150gal mixed reef. I have a 30gal tank laying around I can turn into a good Q-tank.

According to your article anything that's wet, you'd quaratine. And again, according to your article you recommended a sponge filter that would run in a sump that could be pulled on a moments notice and put into the q-tank.

My issue is that both display and q-tank are being set up at the same time. There is no mature tank water or sponge filter sitting in a sump so what should I do?
 
You can cycle a sponge filter and the quarantine tank using pure ammonia. There are various websites that list the directions for this procedure. Try the keywords inorganic cycling fish aquarium. That way you can get the quarantine up and running and ready for its first addition.
