Burnout!?

I just put the finishing touches on my diy 250w HQI mh setup and it didnt work of course. I was thinking that it was my balast and then i looked at the bulb where the filaments are and it kind of looks like theres melted filament or something in the central chamber of the bulb. Does this mean its burnt? what wires are supposed to connect to the socket and how much voltage should the bulb be recieving?

There is no "filament" in a MH bulb. Vaporized metal actually supports an arc in the inner envelope. As far as I know, normally, you can't tell if it's "burned out" or not unless it's physically broken.
