No, I didn't buy him. He was about the length of my hand. Don't think that'd work in a rock-filled 55, a 20L, or a 10g QT tank LOL.

He was sooooo awesome, though!

That's a fingered dragonette (Dactylopus dactylopus, which actually means finger foot)...they are indeed closely-related to scooter and mandarin dragonettes, which aren't blennies (or gobies) at all.

The stingfishes also have dactyls they use for lunging/locomotion...here's a fish that has 3 dactyls on each side and walks like a bug...Chorydactylus multibarbus (bearded ghoul/orange-banded stingfish):
