I thought the same thing as far as the sand goes, but I'm merely just offering up what worked for me. Maybe I lucked out and the rubble I bought had enough to multiply and the sand offered some nutrients. I can tell you I have a ton of those little white brittle stars, tons of copepods and other small animals, its still good sand =D
 
my lfs doesnt sell bagged live sand instead they have a tank made out of a 75 gal pond, with sand in it, the tank is plumbed in with the store system $1.50 per lb, bagged to order

IMO this is the only way to buy "true" live sand
 
Precision aquaculture, I just bough some from there. They have free priority mail shipping, I took a chance as I'm in NY & it's freezing here but I got them today & they look good(some dead but I expected that). I'll be adding them for my scooter blenny as soon as they warm up.
