I love the biocube mod. Way to think outside the box err cube.
Unless your bulb or packaging specifically states it is either 420nm or 460nm Actinic, it is not an actinic. It is just a blue colored lightbulb. It would be good for either use as a moonlight or as mood lighting in your house. If you look at the chart here, you will see that at the lower end is the range that a true actinic lamp is designed to recreate. 420nm & 460nm.
Your bulb there will not do what an actinic does. The visible color it puts out probably just looks similar to an actinic. Your bulb is like these.

actually... this light gives off the blue spectrum and chlorophyll uses blue and red.... so this bulb will actually work but may not be as intense as a t5 actinic.

Personally, these blue party bulbs simply "Look Good" to my eye. And their cheep. I have plenty of high quality lighting over my tank to provide the needed photosynthesis.

I have them in sockets, placed about 1' apart, facing strait down inside my canopy. No reflectors. That is on my 4' 150g.
When I had a 29g, I had one of these bulbs in a lamp that sat next to the tank. The lamp and lamp shade was a few feet taller than the display, so the light would shine down into the tank. Not as dramatic, but I didn't have a canopy on that tank. It still had good shimmer and fluorescence though.
