Help/ what to do with anemone?

I have have a gbta for several months now. I bleached badly in early June (after I accidentally left lights of for a week). After that, it has always been smaller and white with bright green tips. It's been 5 months, no improvement, it has just gradually gotten smaller and paler. In the last week or two it has been getting inflamed on the edge of the foot, almost like a bacteria infection. My tank smelled a little weird today, so I decided to get him out to be safe. He does not want to move at all, I have the powerhead pointed at him but he won't budge. How can I get him off the rock without injuring him?
 
Is the tissue beginning to rot? Otherwise I would leave it. Have you been able to feed it while in the condition its in? ( last 5 months?)
 
I don't know if it is rotting. It has gotten puffy, red, and more swollen on the edges of the foot while the other parts of the root are nice and smooth. It has eaten every time, but it always has an open mouth. So, if I'm just paranoid and I should leave it in, would the stress I've just caused it be too much? In other words, do not have the option of leaving it in anymore?
 
No, it eats every time. It has been getting less sticky lately, but still closes around the food and reacts quickly. I fed him today and he ate. Most of the time I can't see his mouth because the tentacles are in the way, but after I fed him today while he was deflated I saw his mouth was open, not gaping, but definately open. Camera battery is charging now, pics soon to come.

This was just taken, it is more stressed than usual from me trying to remove it. You can see the foot at the edge is inflamed, but the brown part isn't really part of the foot, it is mucous from the anemone covered in algae, but other than that it is what it looks like now.

No, the tentacles have actually become much shorter and have a bulb tip after that second pic. The anemone normally looks like picture number 1 but the tentacles are bigger and thicker so the mouth is not visible. I think I will leave the anemone in for now. It was definately agitated from the powerhead, so maybe he will move if he is unhappy.
 
This nem is extremely bleached and may be showing signs of necrosis around the foot. Nevertheless, don't give up on it yet. Gradually increase its lighting if you can (go slow!), increase flow around the foot a little, and start feeding enriched flesh like fish, mussel, scallop, etc. When nems start to die, it usually takes only 24-48 hours before you have a complete mess. You'll know.
 
Thanks for all of the responses. I have been trying to increase the lighting but he is on the bottom and won't move up the rock. I usually feed bits of my homemade fish food which consists of marine fish, clam, shrimp, squid, scallop, etc. He's back to the way he was last night now, and he has moved about an inch. If anything, I think all of the stress he endured is encouraging him to move on his own, so hopefully he will go towards the light. I will try to increase his flow a little.
