Not quite, more like apply an electrical current in one direction cool, apply it in the opposite direction to heat. Forget the heatsink and fan, thats to make the unit more efficient and to remove any excess heat/cold etc

I do like the idea of not using harmful chemicals like freon, etc to operate it though.

GHL would not spend thousands developing a product that would be over priced, that would make no sense, they never have done this before and I can assure you not about to start now.
Most everything in the hobby is overpriced for the average hobbyist. You do some checking and get back with me. Pickling lime at the LFS $15-$20/lb when anyone can get the same stuff in bulk for $0.50/lb. The list can be endless if you look it up.
Still I do like the idea of the environmental friendly cooling
