This post is ticking me off with the run around of is it illegal. H@ll no if its pre-ban. Just like owning a stuffed spotted owl before it became an endangered species. Better yet a piece of ivory carved into a pencil holder. A cheetah fur coat. A stuffed dodo. Its all the same laws applied. You can buy a pre-banned machine gun fully automatic if you apply for the proper permits. The law clearly states harvest not propogation is against the law. Sea fans hang from tourists shell shops all over Florida. They are alot of money because you cant get them here legally anymore. You cant collect Conk shells from the Ocean. However go to the Bahamas and you can buy any and all of these things at a discount. So to answer your question, You can own but not harvest protected coral. You can prop. frags and you can sell them. You get caught harvesting in open waters your done for. One of the best tanks Ive ever seen on this sight is a guy with a cold water coral tank all Atlantic he had a source to buy from and he fraged his own.
