It does somewhat come down to what you quantify as "good."
It will help get a tank cycle started in my experience. It may even help the cycle happen more quickly. The combination of that plus a bit of a food source (e.g. a small piece of raw shrimp) tossed into the tank for a few days can also be a good combination.
Ultimately, it comes down to the ammonia cycle ... there must be something as a food source, the ammonia must come up, then drop to 0, the nitrites must also come up, then drop to 0 (lagging behind ammonia), and nitrates must then rise to something above 0. Only after the spike has been seen, and then observed through testing to have dropped, will I consider a tank to be "cycled."
