I love DD, but it really isn't that uncommon to see ich on their fish after a week or two in QT. Whatever treatments they perform there, the fish are usually only held at the facility for 2 weeks, which isn't long enough for proper treatment. Plus constant new fish and possibilities of cross contamination. Trust your own quarantine process, and take their own recommendation to quarantine every new fish.
Koles are fine in qt, they graze constantly like every other tang, but that doesn't mean they will starve in a sterile environment. They can be shy at first, and take a little extra time to eat than other fish, but ime that's pretty normal for any bristletooth. Keep offering nori and softer prepared foods. I put a little nori on a clip stuck to the floor of the tank and after they are used to feeding that way, I move it to the wall. The trick is to always have food available and give them space when you feed.
