I would think the "raincoat" is so algae does not grow inside the skimmer because of the lights.

I have same skimmer and have been slowly getting algae growing in it and have been considering something similar. I am very impressed with your tank. Congratulations on having one of the nicest tanks on RC and I am looking forward to seeing it become TOTM in the future.
