All of these fish werent on the same list and I did say that they were available to "international collectors". These fish are the cream of the crop when it comes to rarities so most arent even offered to the US.
Here is a little breakdown on the fish I listed above:
Clarion Angels - Approx. 200 were collected this year with only a few going to the US. They were offered but very few chose to pony up the money for one. The rest went overseas.
Personatus Angel - A beautiful male was collected recently and it immediately went to Japan.
Chrysogasters - Several were made available to the US.
Latz in large supply - A steady stream of these guys were available last year and into the first part of this year to the point that the market became oversaturated. There is a very small market for $300 clownfish that have poor track records in captivity.
Borbonius Anthias - Same as the Latz. You can still find these fish on some of the websites.
Parvortis Anthias - Recently collected but no one seemed to really care because who wants a $900 deepwater anthias.
Peppermint Angels - Currently avail. for $10,000-$15,000 on a demand basis only.
Sea Dragons - A few have been popping up overseas. Illegal?
Resplendant Angels - A batch of these were available late last year. I know of a few that were for sale in Thailand.

O.K., I'll admit my ignorance, but can someone explain the rationale to the above statement? I would think people would be happy to be able to acquire and breed such rare fish! Look at the banggai cardinal thread, although not a rare fish, they're begging people to buy CB fish!

Imagine that you are a business that specializes in distributing fish and you had a fish that you could get $1000 or more per fish as the distributor. Now imagine that you are one of only 2 distributors in the world or better still the one and only distributor in the world who had a license to supply these fish. How would you see a breeder who could generate 50-300 fish in a single spawn when the market only supports 20-30 fish per year?
Get it?
