Multiple tangs together.

On the advice of "put them all in at once": Wouldn't that be kind of a large biological load to put on a tank at once? And how lucky would you have to be to find that many different tangs in just the right size available at the same time?

I agree - always maintained it's 'flawed' advice. Makes sense conceptually, but not so much practically. Fortunately it's unnecessary. Introduction order, and recognition of fish sizes is much more important.
 
How does one qt tangs also. I have a qt tank but it's a 20l. Do I set up a bigger tank? How big do I need?

Assuming you mean a 20 long, rather than 20 liters, then it will be fine for most QT applications. Depending upon how many Tangs you acquire at one time, it may or may not be too small - though I'm not a fan of having more than two fish in a QT tank at a time anyhow (though I have done more, I don't recommend it).
