orange and blue clown?

That clown should have been culled and should never have even left the breeder. That clown has likely had problems since metamorphosis.
 
The blue/gray spots are a result of the stress it is under. The stripes of most maroons (and many clowns for that matter) will turn that blue/gray color when they are sleeping. To keep it when they are awake means something is wrong. In this case the fact that something is wrong is pretty obvious.
 
I moved it into the 15g and it has been acting much better. Exploring the tank, swimming (as best it can) around. Unfortunately it still isn't eating. I've tried pellets, flake, and frozen mysid. I'll keep trying though.
