Permit for collecting coral/fish in Los Angeles?

I'm thinking about setting up a cold-water reef and trying to find info about what the restrictions are in places like Catalina. Lots of conflicting info out there and curious if any know what the laws are and what permits would be needed to even do it.

I image it's incredibly limited but I'm curious. Thanks

In Louisiana and Texas, if you have a fishing license, you can collect fish and invertebrates for personnel use only. Never any coral.

There are a couple of companies that sell cold water animals-maybe they could help you with collection requirements. I have a coldwater aquarium and have gotten most of my stuff from coldwater marine aquatics.
