Places for romantic dinner in valley?

Have to say it totally depends on your tastes. You have gotten some good recomendations. Although a few are outside the range you set for instance I love Capital Grille but getting out of there for $20 - $40 each is going to be hard. I would suggest Razzs also slightly pricey at high end of your range. But excellent food. If you enjoy wine try Atlas bistro it is a byob. Great food and attached to a wine shop so you can buy wine retail instead of restaurant prices. and with byob you can hit your budget.

Don't go to Mortons, I think they are very over priced for a broiled steak. You'll spend $100+ there. Bill Johnsons is a better steak IMO.

Fogo de Chao $50 per with drink, non stop service, non stop food. Get small portions bc they will be back with more and you will want to try everything. They have around 12 different kinds of meat and get a chance to try them all.

Salt Cellar is also nice. If you go seafood, try Oceans Club in N. Scottsdale you'll spend $100+

Why are most of these places at hotels? I think that is odd just like people getting married at a golf course, odd.
 
Do Maggiano's. If you like italian, it's superb, blows olive garden, and even bucca di beppo out of the water. I ate there for the first time last night and about died when i had the ravioli and cheesecake. I never knew it could taste like that! And I definitely didn't think it'd be in the heart of Arizona.

If you make reservations, put in a request to be on the second floor and its a lot less busy and romantic. With candles and low lighting. Yes family's go there, but because its a great deal for familys. They send you home with about 2 extra lbs of food! Lol. Plus they do steak but their meat selection dinners (Not pasta centered, like new york steak) get a little pricey. 26-30$. But everything else is under 15$ a plate and its ALOT of food.
 
You could go to the Burger King on 32nd st next to Aquatouch :) Then drool away the evening at Aquatouch and, for desert, Dunkin Donuts! :) Its next to Aquatouch also lol jk. Following my advice would probably make this your last anniversary

And while your in the shopping plaza go to the blooze bar. Good metal bands at night & cheap beer.:beer::beer::beer:

this is where me and my wife went for our 1 year there is also a gondola ride you can take. there are a few restaurants there that looked good also
Wasn't that called Sandolas? Or is it still there? I went there w/my wife and the food was fantastic and not as expensive. Gondola ride was pretty nice touch to an already perfect night. That was 15 years ago though!

That big tall building downtown the the restaurant on top that spins.... I think it's the compass room?
The Hyatt at Downtown. And yes, it is/was called the Compass Room. Real neat place. But price is $100+ per person but it is a 7 course meal.
 
Don't know if this will fit in the budget, but Ruth's Chris steakhouse is one of my favs. Usually runs around $85+ for two.
Compass room and Melting Pot mentioned before are also good.

All the places that come to mind for me have already been named, with these two exceptions:

Quiessence (located at The Farm): small and very quaint, but a very romantic get-away. Lots of local, sustainable stuff, if you're into that sort of thing. Extensive wine and cheese pairings.

Donovan's: My personal favorite steakhouse in town. I rate it better than Capital Grille, but it's also more expensive.

Another place I've always wanted to try is Kai down at Wild Horse Pass. I've only heard good things, but I can't say anything more about it.

These are all great suggestions. However, I believe Alto at Gainey Ranch is your ultimate romantic solution. It's an excellent Italian restaurant...dinner is around $30-$50 per person. They top your evening off with a romantic gondola ride through the lake at Gainey, and the gondoliers will even serenade upon request. Like I said, it's the ultimate romantic evening for a very decent price.
