Hello! :wave: Im pretty new here but will give it a shot of answering on what you have given 
1. Sustainable Aquatics Black Ice Clown Pair (already have 2.5")
2. Flame Angel (already have 2")
3. Hippo Tang (already have 1.5")
4. Kole Yellow Eye Tang (already have 3")
5. Pink Spot Goby (already have 3")
6. Single Blue Chromis (had 3, down to 1 that is 2")
7. Black Cap Basslet (already have 3", might get rid of it)
8. 3? or 5? Lyretail Anthias, (prefer 5, but will do 3)
9. Midas Blenny or Tailspot Blenny (have tailspot, but he is MIA)
10. 2 x Pakistan Butterflyfish
11. Green Mandarin
12. Magnificent Foxface (not necessary, but would make a nice addition)
13. Emperor Angelfish - Juvenile (want to watch it change)
14. Queen Angelfish
15. Majestic Angelfish (not necessary, but do like)
16. White Cheek/Powder Blue Tang (very last fish)
17. Orange-Back Fairy Wrasse
18. Exquisite Fairy Wrasse
19. Carpenter's Flasher Wrasse

Right first off, the emperor and the queen angels may have a few aggression issues with each other, I have read stories of them literately fighting to the death so might want to just get one. Think the majestic would get on with one of these two, maybe more so the emperor, as have heard the queen is most aggressive out of the two. Maybe the emperor and the majestic would work? but would ask one of the experts on that.
Also, I would pass on the Moorish idol, but if you do get one, would make sure its eating ect. and the other tank mates aren't aggressive.
The tangs you have listed seem ok, but I wouldn't put 4 in a 180, maybe not even 3 of them, as I have heard they can be really aggressive with each other in closed environments like this, maybe only 300+ galls would work. The yellow tang is a stunner, have one in my tang now, so would definitely recommend it though. :thumbsup:
Also the mandarin needs to be introduced 6 months atleast after set up, but you probably know that
Think the rest of the other fish should be fine, but not sure if they would munch on the shrimp.
