It is variable. It depends on many factors, most of which are environmental, but some of which are related to species.
Typically, the larger the tank, the more quickly they mature. The less competition for space/anemones/food, the more quickly they mature. The warmer the water, the more quickly they mature. Some species (ocellaris/percula) have the tendancy to mature faster than other (female maroons). These are general guidelines - I'm sure the clown experts here have more specific info.
I won't even start with the whole "mixing clowns in a tank" question. There are numerous threads on this subject going back years.
