sea turtles in Hawaii

I just found a baby turtle (2.5ft Head to tail) floating with a series of lines and netting material around its neck. It was right outside honolulu harbor. It looked as if it had died less than 2 days ago. I wanted to grab it and bring it in but I believe that even dead specimens of this protected species are illegal to mess with.

Moral of the sick story... Pick up your trash when yall come to visit Hawaii and give others mini lectures on the damage litter does especially in a Coastal city/island.
