Sebae Anemone foot keeps inflating??

Hello I just purchased a sebae about two weeks ago, it settled, but I had to move some rocks around because it settled near the rock my cleaner shrimp sits on and the shrimp constantly harrases the anemone and tries to take food from his mouth. but i scared the shrimp to the other side and now he doesnt come near the anemone, he is finding a new place now(on the sand) and I noticed his foot keeps inflating with what seems to be water? is this normall?? I hope he isn't exploding from the inside out, :sad2:
all my water parameters are perfect, i have a LFS next door and they always to water tests for me every month.
