Avast rates this pump at 23W (for a given flow) while elsewhere the pump is rated at 60W. Does that mean in the recommended configuration the pump will only draw 23W or this will vary from system to system?
Also, I'm considering the CS1 for a heavily stocked 125g + 40g sump (with swabbie). Sufficient or should I be looking at the CS3 instead?
 
The wattage will vary depending on how the pump is plumbed, and the air/water ratio. It's probably listed as 60w with no air input. As soon as you add air, the impeller cavitates, reducing the load on the motor. This causes power consumption to drop. We measured 23w when using the PSK1000 in a recirculating configuration (closed loop- zero head pressure on the output nozzle) where the pump was pulling approximately 1100 lph of air. This will vary as the pump is placed deeper in the water, or if plumbed in a single-pass configuration (pulling from the sump and output into the skimmer body). But in any air drawing configuration, the pump should draw much less than 60w.
