unicorn with popeye in both eyes, what is the most effective cure?

Two days ago my unicorn tang started to get popeye and over the next two they have gotten bigger. I gave him a freshwater dip this morning and am wondering if there is anything else i can do. Ive heard of people popping the inflamed skin around the eye with a needle and am wondering if i should consider this an option. Any idea on the proper steps would be much opreciated. I dont have a quarantine tank so thats not really an option and i dont its a reef so i can't do copper.

The popeye has gotten worse in both eyes i can now see air bubbles under the skin, is there anything i can do other then freshwater baths and melfix?
