What do I need for halides

Hey guys, some guy in my area is selling halide reflectors for cheap, 250w. I'm new to halides so can someone explain everything I need, mogul sockets ballasts? Im new to halides so I don't know much about them, I currently am using two 10k kessil and I wanna add blue to the tank with radiums.
