I want to build a 18gal. Tall tank for a pair of kellogi or h. Erectus s.h. will this be a good design? 20"l × 10"1/2 w×20"h and I don't no if I want a hot or add a little extra width to make a aio

Sorry but that tank is a WAY to small for erectus and especially too small for kelloggi.
Minimum recommended tank size for a pair of most standard sized seahorse is 29/30g with an extra 15g for each additional pair.
If you check out the links at the bottom of "My Thoughts on Seahorse Keeping" they can provide you with some basics of the hobby, including tank requirements under Seahorse Care Guide.
Additionally, H. kelloggi have a VERY poor reputation for survival in the US.

to small as rayjay said . since you are building the tanl just bump out the with till it equals 29 - 30 gallons .

I called today to get a price on 24h×12 l for my front and back. And 24h×12w for my sides wick wouald give me 30 gal. The price came out at 170.00!!!! I think ill look on craiglist or a different glass co. But of I wanted to go dwarf in a 10 gal. What wousld be the best

I'd go with a 5g for dwarfs as mine with 20 in it still seems empty.
Dwarfs need live, enriched, ongrown bbs for their food and many find it a pain in the _ss after a while.
You can get the enrichment from seahorsesource.com and it's called Dan's Feed.
If you put those same 20 in a ten gallon tank, you will have to double up the food you put in as dwarfs need a dense field of food for them to survive.
Most don't search out the food but rather hitch on to something and wait for the food to come close enough to snick.
It will be hard to find glass cheap enough to make a tank yourself compared to what you could by a 29g for.
