From the picture it seems to be a koi medication.
In Germany some people used eye or mouth creams against certain types of infections. Those creams are designed to stay on mucous membranes in a wet environment.
As for the active ingredients, I suspect antibacterial agents as bacteria are the primary food source of Uronema. From what I know the damage caused to fish is just a byproduct of the toxins Uronema releases.
So if you eliminate the bacteria in the wound, you should also eliminate Uronema's food source and therefore Uronema itself.

Post 1: Ueno Xanthate. Used in fish ponds before. Since last year (2013) used externally, very effective. For fish suffering erythema Lanrou
Treatment: very easy. Put fish in QT. apply directly over injury.
Treatment time: several days to 1 week.
Post 2: Sick fish1: last year October bought a Chaetodon ornatissimus. A few days later noticed broken nose, a small hole formed. Reached all the way to the bones. Applied Ueno Xanthate and several days later recovered.
Post 3: after treatment fish lived for over 6 months.
Post 4: unfortunately Ueno Xanthate is banned in TW. not sure if antibiotics have same effect
Post 5-9 talks about medicine banned in TW.
Post 10: Sick fish 2: September bought a Chaetodon larvatus. October developed red spots. Several under left side back. Fortunately discovered in QT and treated. 3 days later treatment started showing positive effect. Cured after 6 days.
Post 11: Treatment method.. treat daily directly on injury. Medication needs to be grinned down. Mix with water to form mud like texture.
Post 12: Ueno Xanthate comes in small round pills. Melts with water. apply directly over injury once a day. Twice if condition is serious. After medication, fish will form a protective layer, which covers the medication.

Post 15: Sick fish 3: January, helping friends with tank move. we discovered a hole on the stomach of 1 fish that's been with us for 3 years. Huge hole. Internals showing. Bloody red. Separated into a small container because it escapes easily. Treated for 1 week and recovered.
