Looks like a skate to me ... and a mature male ... but I've never seen one curled up that tightly!

Actually, the center of biodiversity (and highly unusual critters) is just south of the Philippine Islands. Strangest animals are in North Sulawesi in Indonesia.

For those that think it is a skate, hats off. In fact it is a Little Skate. The giant claspers really make it odd looking. The females don't look as strange. Here is a double header. These are not the one in the original pic.
