That's partially wrong. The only part that is correct is they're still in Mexico. No trip would be made with out clearance first. You don't collect then ask for a permit, you won't get it and you'll go to jail.

You sure? IMO your talking Passers, not the bright orange with electic blue lines Clarion. There are very few mainland clarions.

for sure clarions, there are also passers and cortez angels there to, but we saw cortez up furthure into the gulf, I have extensive diving trips in the Baha region, very cool place to explore.

Huh, my old boss has been a collector in Baja since the mid 70's. He's only seen a handfull of mainland clarions, same with his collectors that live there. You'd see a lot more clarions on the market if the mainland was so loaded with them.

Well, thats not entirely accurate either. It may be true for you, but not everyone. Collection may requirte a special permit, but importation requires no advance permit. USFWS will just ahve to have a look when it arrives in the US. You cant pre-clear with USFWS.

You need to get permits from fish and wildlife and state Agriculture. depending on the country you may need the exporting country to have a certified USDA Vet to sign off the export sheet. Its a huge hassle, but for anyone to import you need the F+W and Ag permits (which allows you to import anything). And if the invoice is over 2k then a broker must clear it for you (legally)

Importing requires atleast TWO advanced permits...

what is the going rate for these clarions coming in???

It was my understanding that you have to have a permit to import/export any foreign animal.

More than likely correct. USFWS has the luxury of inspecting any live animal coming into, or leaving the borders. You will need to get an import/export license to do this. However, they may or may not look at the animals. They still have the right to examine the shipment to make sure the declared species are the species which are being shipped. Entry or departure can be denied for any reason at the agents discretion. You cannot do anything about this in advance. You just have to be there, and hope they dont stir the $hi+.

Stateside your correct except it does require a USF&WS import license. Down there is another story. Several permits are required. To pull the permit you need to list who the shipment is going to. Once pulled the shipment can only go to that listed buyer.

when i was working on the tuna boats out of san diego i saw clarions coming in and out all the time very shady this was on the long range boats

Any pictures of them? How many?

I'll post them later today as my day job isn't allowing the time today to process the pics I snapped earlier today.

How many, less then expected and far from enough :D Dunno actual numbers, sorry.
