That's partially wrong. The only part that is correct is they're still in Mexico. No trip would be made with out clearance first. You don't collect then ask for a permit, you won't get it and you'll go to jail.

Well, thats not entirely accurate either. It may be true for you, but not everyone. Collection may requirte a special permit, but importation requires no advance permit. USFWS will just ahve to have a look when it arrives in the US. You cant pre-clear with USFWS.
