CRISP (Coral Reef Initiatives for the Pacific) OFFICER





BACKGROUND



The Secretariat of the Pacific Community (SPC) is an international organisation that provides technical and policy advice and assistance, training and research services to its Pacific Island members. It works in a wide range of sectors, including natural resources (agriculture, fisheries and forestry), health, statistics, human development, and information and communication technology. SPC was established in 1947. It has 26 member countries and territories and its working languages are English and French. The organisation has been expanding rapidly and now has approximately 370 staff and a total annual budget of XPF 4.9 billion (approximately USD 60 million).



SPC’s headquarters is in Noumea, New Caledonia. It also has regional offices in Suva, Fiji Islands, and Pohnpei, Federated States of Micronesia. SPC has gained a reputation for providing ‘real solutions to real problems’ in the Pacific (SPC Corporate Review, 2005) and strives to maintain professionalism, integrity and pragmatism in delivering its services. The Initiative for the Protection and Management of Coral Reefs in the Pacific (CRISP) is mainly sponsored by France. Its aims are to develop a vision for the future of these unique ecosystems and the communities that depend on them and to introduce strategies and projects to conserve their biodiversity, while developing the economic and environmental services that they provide both locally and globally. CRISP also provides a point of integration on these issues between such countries as Australia, New Zealand, Japan and USA, French overseas territories, and Pacific Island countries and territories.



The initiative follows a specific approach designed to:



· associate network activities and fieldwork projects;

· bring together research, management and development endeavours;

· combine the contributions of a range of scientific disciplines, including biology, ecology, economics, law and social sciences;

· address the various land and marine factors affecting coral reefs, including watershed rehabilitation and management;

· supply financial resources to existing operational partners wishing to develop their activities in a spirit of regional cooperation, rather than to set up any new body. This is why the initiative was prepared on the basis of a call for proposals to all institutions and networks.



The CRISP Programme comprises three major components.



Component 1

o 1A: Marine biodiversity conservation planning

o 1B: Marine Protected Areas

o 1C: Institutional strengthening and networking

o 1D: Integrated management of coastal reef zones and watersheds



Component 2

o 2A: Knowledge, beneficial use and management of coral ecosystems

o 2B: Reef rehabilitation

o 2C: Development of active marine substances

o 2D: Development of a regional data base (ReefBase Pacific)

Component 3

o 3A: Capitalisation, value-adding and extension of CRISP Programme activities

o 3B: Coordination, promotion and development of the CRISP Programme



Component 3B is implemented through the CRISP Coordinating Unit (CCU), which is based at SPC, Noumea, New Caledonia, under the responsibility of a CRISP Coordinator. The CCU is funded by the French Agency for Development (AFD) until March 2011.



The CRISP Officer will be in charge of supporting the CRISP Coordinator in the overall implementation of the programme, in particular:

· monitoring and evaluation of various components and projects;

· promotion of the results, outputs and products of the programme;

· the routine activities of the CCU based at SPC.



The CRISP Officer will report directly to the CRISP Coordinator.





DUTIES AND RESPONSIBILITIES



The CRISP Officer will be responsible for:



· preparation and implementation of regular monitoring and evaluation of the programme’s activities;

· preparation of six-monthly reports on the overall programme;

· updating the database to facilitate management of the programme;

· translation of documents in liaison with SPC’s Translation Section;

· selection and formatting of documents to be put online and sent to the programme’s partners and stakeholders;

· follow up on the administration of funding systems implemented by the CCU;

· daily activities of the CCU office.





QUALIFICATIONS AND EXPERIENCE:



· Bachelor degree or higher in a relevant discipline;

· At least three years experience in managing development projects;

· Two years experience in one of the following areas: marine biology, marine ecology, coastal management in tropical zones, environmental communication and awareness;

· Ability to integrate various aspects of research, development and scientific enhancement;

· High degree of computer literacy, including proficiency in file and database management;

· Fluent speaker of French and English, with ability to translate French documents into good English;

· Experience in working in a multi-cultural team;

· Knowledge of the Pacific region.





SALARY, TERMS AND CONDITIONS





SALARY AND ALLOWANCES



The starting salary will depend on experience and qualifications and will be in Grade I of SPC’s salary scale.



Salaries for staff recruited internationally are set in SDR (Special Drawing Rights) and paid in the local currency, i.e. the French Pacific franc (XPF) in New Caledonia. The salary range for this grade is SDR 3,014â€"œ3,988 per month. At prevailing exchange rates these amounts convert to approximately XPF 397,390â€"œ525,824 per month (USD 5,000â€"œ6,600; â"šÂ¬3,300â€"œ4,400).



The organisation subsidises housing. An SPC-owned or SPC-rented house or flat will be made available, with the staff member contributing 25 per cent of the normal rental.



In addition, an establishment grant will be payable to non-residents of New Caledonia. Where appropriate, other allowances such as a child and education allowance will be paid.



SPC emoluments are not subject to income tax in New Caledonia at the present time.





TENURE



The appointment is initially for a period of eighteen months subject to a one-year probationary period with a possible further extension of one year.





DUTY STATION



Noumea, New Caledonia.





LEAVE



Leave will accrue at the rate of 25 working days per year of active duty.



Sick leave is 30 working days per annum.





MEDICAL BENEFITS



SPC’s staff medical insurance reimburses doctors’ fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.





PROVIDENT FUND



The appointee will be eligible for membership of SPC’s Staff Provident Fund. Staff members contribute
8 per cent of their base salary, to which SPC adds a matching contribution.





FARES AND REMOVAL EXPENSES



For an appointee recruited outside New Caledonia, the cost of air fares by the most direct and/or economic route for the appointee and recognised dependants, and reasonable expenses for removal by sea of personal and household effects, will be met by SPC on appointment and termination.





COMPUTING ENVIRONMENT



SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.



SMOKE-FREE ENVIRONMENT



Smoking is not permitted in the workplace.
