Would I be ok to add a dragonet to this lineup down the line (once tank is established)?

Well, no, at least not without lots of exceptional effort. Mandarins feed constantly, and even if they eat frozen (most do), you would need sufficient copepods in the tank, which this size would not provide.
 
Rebuilding my tank after a 2 yr break (after a cross country move)

28 Gal JBJ LED
Skimmer
LiveRock
1 ½ "œ sand bed (can go deeper if needed)

Will be a Reef tank (various soft corals)

Inverts:

Appropriate CUC snails (no hermits or other crabs) :)

& Shrimp: (All or best combo for compatibility...?)

Skunk cleaner shrimp (x1)
Peppermint shrimp (x2)
Sexy shrimp (x 2-3)

Fish:

1 Tank Bred Ocellaris Clown
1 Shrimp Goby + Pistol Shrimp (x2)

Also (or best combo of) Fish: (added about a mo apart min.)

1 Purple Firefish
1 Possum Wrasse
1 Chalk Bass

LiveAquaria says a Tuxedo Urchin is ok in 20 Gal Min.... Would it cause an issue to add this at a later date? (Other than making sure I have everything glued down) :) I am patient and can wait until I set up a bigger tank if that's what is best.

No issue except the one you are already cognizant of

I am patient and can wait until I set up a bigger tank if that's what is best.

I'm considering adding a dwarf golden moray eel to my 90 gallon mixed reef. Current stock: clown
coral beauty
kole tang
lyretail anthias
purple firefish,
bangaii cardinal,
mandarin.

I also plan to add a flame angel at the same time as the eel.

both should be fine; you most likely will have to feed the moray with a feeding stick

I'm downgrading tank size from a 120g to a 55g cube (roughly 24x24x24) SPS tank. I'm selling some of my livestock to lighten the bioload and wanted your input on those I'd like to keep in the smaller space (all have lived peacefully in 120 for about a year but I anticipate change with the downgrade):

1 bicolor dottyback
2 (bonded pair) oscellaris clowns
1 blue chromis
1 blue damsel

Am I okay as is? Could I add one more, perhaps a blenny?

1 royal gramma
1 pajama cardinal

Wich list:

1 femelle or 1 pair M/F watanabe angel
1 heniochus diphreute or 1 withechek tang
1 firefish purple with a mesh top 1/4" hole
2 purple tilefish
6 anthias (1M/5F) resplendant? Carrberryi? Dspar? Or Lori?
1 green wrasse and/or 1 red velvet wrasse
Black bar chromis?? How many?
1 little clown fish to make pair

1 little clown fish to make pair be sure it is tiny of the same species

If I dont put anthias, a group of 7 black bar chromis will reduce to 1 or two or black bar chromis will stay in goup?

chromis over time, in the vast majority of circumstances, reduce their number down to one or two.
 
You previously ok'd this list for my oceanic 58g mixed reef:
Flame angel
Pair of black occelaris clowns
Lawnmower goby
Exquisite fairy

Now I am wondering if I could add another fairy wrasse to the list? Is that too much fish? Would two fairy wrasses get along?

I would not try it in this sized tank. Unless you were able to get a female exquisite
 
So if I get 8 green chromis to go in my 350gallon, more than likely they will kill each other until there is only 1-2 left?

Less predictable in a 350 gallon tank, but probably so. Best chance would be very high flow, multiple plankton feedings per day, large tank (long is the most critical dimension) . Of course in your 40 gallon breeder the results are a foregone conclusion.
