Harbor freight has cheap diamond bit kits for dremels that work great. I used one to open up the hole for my return pump just a bit. Just gotta keep em wet like a hole saw.
The acrylic lid might be a good route too on a tank that small. My personal experience with acrylic for a lid hasn't been good though, it always bows over time, but I was spanning larger tanks and it wasn't supported on all sides.
