No, you don't have to wait for the tank to cycle. That's a wives tale. Once you get the water up to temp you can go ahead and put fish in.
 
After telling my LFS I only have a 10G, The owner said I could put any Wrasse in it because they stay small if they are in a smaller space.
 
"If you want to grow coral you just need to replace your light bulb with one of these coral bulbs."
