29 gallon biocube can I get a scooter blenny.

For an accurate answer, I would need the entire stocking list. However, since scooter blennies are dragonets (Synchiropus ocellatus) rather than a blenny it would be difficult to maintain since they are copepod eaters and your tank is very small.
 
Of the fish below which could I do multiples of in regard to keeping more than 1 of the same just in general theory?

clown gobies (yellow , green, ctiron) - can I have 1 of each color? or will they fight?

firefish - I think will be okay

diamond watchman goby - I think only bonded pairs can go together, but would he have a problem with another type of goby like a prawn goby?

tailspot blenny -?

zebra dartfish - I think will be okay

royal gramma - I don't think so

Was wondering if a powder blue tang will work in a 90 gallon reef tank. Current livestock include:
Bangaii cardinal
McCosker wrasse
Red lined wrasse
Percula clown

Also looking to add 3-4 ignitus anthias and a flame hawkfish.

A Powder Blue tang needs a larger tank. See this for our recommended tank sizes. A flame hawkfish is fine but is not shrimp safe. One anthias would work, a group of anthias needs a larger tank and multiple feedings per day for success.

Matted File, Lubbocks Wrasse, Yellow Tang, Kole Tang, Powder Blue Tang, Bellus Angel, Bi Color Dotty Back, Purple Dotty Back, 2 Ocellaris Clownfish.

Think of a Spot Breast Angel and another Tang (either a Naso or Clown).

Think of a Spot Breast Angel and another Tang (either a Naso or Clown).

Unfortunately the existing yellow tang and/or the existing bellus angel will not allow addition of a genicanthus. Both of your possible tang additions need much larger tanks. You have a lot of potentially aggressive fish, I think adding any fish will be problematic.

I have a 36x24x20 (75G), primarily SPS tank and I am trying to increase my fish load to increase nutrients in the tank. I would also like one or two fish to graze algae. Here is my current fish load...

2 Percula Clowns (mated) (They can also be aggressive with some fish.)
yellow assessor (mainly hides in rocks)
possum wrasse (mainly hides in rocks)
Kaudern's Cardinal
Flasher Wrasse
Neon Goby

I am considering a Lawnmower Blenny and then maybe also a dwarf angel like a Potters, Flame or Coral Beauty.

Or I could add one of the above and then another wrasse as I like that it is out in the tank more than the other fish. (Clowns are in open as well but most of my fish hide during the day.)

but the watchman and the single mandarin would be good, right?

You did not provide your entire stocking plan so I cannot assess whether that would work. Certainly, if the tank was mature and these were the only fish, no issue. On the other hand, if, for example, you had a sixline wrasse, it would not work.

I am finishing up my 180 gallon build and wanted to get some feedback on the fish my wife and kids like. This will be a mixed reef tank, (no SPS). My wife loves her inverts,(which is why I can't have my blue jaw trigger), and the kids love their clown fish.
