Which cartridge or filter should I replace?

I have four stages Aquatic-life delux 100GPD unit. Union City water come in at 350ppm reading on the TDS meter, water come out after filter is 24ppm (Sediment filter, carbon, DI and membrane).

I also have BRS Dual Deionization canister after Aquatic-life delux that bring down from 24ppm to 6ppm on TDS meter.

Depending on how much water you have run and how old the system is.

I personally would just change all of them.

Any way for you to check tds prior to the membrane, and then after the membrane? usually narrows your search for the culprit.

It seems you have DI before membrane. I don't think it is right. DI should always after membrane. And most likely you should have 0ppm after DI unless your DI is old or you need to do calibration.
